E-470 Exposed: Using Conspiracy Theory To Build a Brand

Civic infrastructure doesn’t typically show up as a brand in need of an awareness campaign to illustrate how it delights users across touchpoints. But that’s just what happened when the E-470 Public Highway Authority tasked creative agency Standard Practice with launching a January blitz that touted the magic of the 75-mph tollway that forms a 47-mile loop around the Denver metro area and provides access to Denver International Airport.

Joe Donahue, executive director at the E-470 Public Highway Authority said:

“When infrastructure works the way it should, people don’t notice it. ‘E-470 Exposed’ shows the work that’s been happening in plain sight for years — and how E-470 customers’ toll dollars are reinvested back into the road.”

 

The campaign fuels existing rumors about the tollway, compelling people to investigate on their own – and what they ultimately find is an entertaining look at the facts. Launching with teaser elements designed to spark curiosity,   including a plane flying a cryptic banner over the final Denver Broncos game of the regular season, the campaign quickly amassed a following and new fans on Instagram and TikTok. A push that’s since been supported by high-visibility outdoor in the Denver metropolitan area, a mobile activation, and signage along E-470.

Steve Dolan, founding partner and executive creative director at Boulder-based creative agency Standard Practice added:

“There are many things that are awesome about E-470. But none of them are terribly entertaining to learn about. Who has time to spend getting up to speed on road maintenance? No one. But almost everyone can find time to dig into a good scandal. This campaign is a great way to tell the world about the incredible work E-470 does, in a way that’s irresistible, not to mention fun.”

 

Owned and operated by the communities it serves, every toll dollar collected supports safe, reliable, and efficient regional infrastructure — not private profit. Standard Practice crafted messaging and visuals across the Denver metro area to spark curiosity while reinforcing E-470’s commitment to excellence.

Who’s behind E-470 – and What’s Being Exposed

E-470 is operated by the E-470 Public Highway Authority, a political subdivision of the State of Colorado. The Authority is governed by elected officials from Adams, Arapahoe, and Douglas counties, as well as the cities of Aurora, Brighton, Commerce City, Parker, and Thornton — ensuring decisions are made locally, with transparency and accountability.

Since opening in 1991, E-470 has invested hundreds of millions of dollars in proactive maintenance, safety, and long-term roadway planning — work designed to prevent issues before drivers ever experience them. During the past decade, E-470 has added 54 new lane miles to stay ahead of population growth in the eastern Denver metro area. The Denver Regional Council of Governments projects nearly 30% population growth by 2050 — growth E-470 is planning for now.

Donahue said:

“’E-470 Exposed’ invites the public to take a closer look at how responsible infrastructure stewardship works when it’s done consistently and well."

 

The campaign is not connected to toll rates, policy changes, or operational changes and represents a small portion of E-470’s overall investment in roadway maintenance, safety, and operations.
