Crown Commercial Service Awards M+C Saatchi Group UK a Place on Creative Strategy and Development Roster

M+C Saatchi Group UK has been appointed by Crown Commercial Service (CCS) to Lot 4 of its new Marketing and Communications framework. The four-year roster place, valued at £150m, was awarded following a competitive tender process.

Lot 4: Creative Strategy & Development focuses on the delivery of modern and innovative creative strategy and development, prioritising digital, social and mobile-first approaches to deliver impactful, audience-focused brand and communications ideas for public sector organisations.

M+C Saatchi Group UK was one of nine suppliers awarded a place on Lot 4, selected from 19 tenders submitted and assessed. The number of agencies appointed has been reduced from 12 under the previous framework, reflecting a more streamlined and competitive roster.

Delivery under Lot 4: Creative Strategy & Development will be led directly by M+C Saatchi Group UK, drawing on the Group’s core strategic and creative capabilities.

Along with two other agencies, M+C Saatchi has also been awarded a place on Lot 7 of the framework, which covers integrated, end-to-end campaigns across media planning, media buying, creative, production, partnerships, marketing and PR. The engagement will support central government departments as well as a wide range of UK public sector bodies, including local authorities, health, police, fire and rescue, education and the devolved administrations. The Lot 7 appointment is valued at £50m over four years.

As part of the Lot 7 roster, M+C Saatchi Group UK will deliver integrated campaigns supported by a defined consortium of specialist subcontractors. Goodstuff will serve as the key media strategy, planning and buying partner. The Group will also work closely with Forum Communications on partnership marketing for social change, Multicultural Marketing Consultancy on targeted outreach into multicultural communities, and Golley Slater on Welsh communications. Family & Education will support the development and delivery of major engagement programmes across schools and nurseries, while Quiet Storm will provide additional creative support. Topham Guerin will act as an independent creative partner, with a strong track record across government work.

The Lot 7 contract began in December 2025, and Lot 4 commenced on 14 January 2026.
